In Puglia il trasporto merci su ferro è fermo al 6% con un aggravio insostenibile dei costi per le imprese

I prezzi del carburante aumentano ancora: stangata per le famiglie

Per effetto dell’aumento delle tariffe la spesa annuale in bollette di luce e gas delle famiglie potrebbe arrivare a 1820 euro con un impatto sui conti delle famiglie ma anche sui costi delle imprese rendendo più onerosa la produzione in un momento difficile per il Paese. E’ quanto afferma la Coldiretti nel commentare l’allarme lanciato dal Ministro per la Transizione Ecologica Roberto Cingolani sui rincari sulle bollette delle famiglie che potrebbero arrivano a 500 euro su base annua.

La spesa media annuale per energia elettrica e gas e altri combustibili delle famiglie è stata infatti pari a 1320 euro nel 2020 secondo l’analisi Coldiretti su dati Istat. L’aumento della spesa energetica dunque ha un doppio effetto negativo perché – sottolinea la Coldiretti regionale – riduce il potere di acquisto dei cittadini e delle famiglie, ma aumenta anche i costi delle imprese.

Con l’aumento dei prezzi di benzina e gasolio, ai rincari dei costi di produzione si aggiungono quelli del trasporto in un Paese come l’Italia dove l’85% delle merci viaggia su strada con l’aumento dei prezzi dei carburanti che ha un effetto valanga sulla spesa. A subire gli effetti del caro prezzi è l’intero sistema agroalimentare dove i costi della logistica arrivano ad incidere fino dal 30 al 35% su prodotti freschi per frutta e verdura secondo una analisi della Coldiretti su dati Ismea.

“Servono trasporti efficienti sulla linea ferroviaria e snodi portuali e aeroportuali per le merci che ci permettano di portare i nostri prodotti rapidamente da sud a nord del Paese e poi in ogni angolo d’Europa e del mondo visto che la densità delle nostre infrastrutture è più bassa rispetto ad altri Paesi. Basti pensare che ogni 100 km quadrati abbiamo 5,5 chilometri di ferrovie contro gli 11 della Germania. Inoltre, serve un task-force che permetta di rimuovere con maggiore velocità le barriere non tariffarie che troppo spesso bloccano le nostre esportazioni”, afferma Savino Muraglia, presidente di Coldiretti Puglia.

L’Unione Europea ha disposto che entro 2030 il trasporto su ferro delle merci debba raggiungere almeno per il 30% il totale delle progettualità – dice Coldiretti Puglia – quando siamo ancora solo al 6%. Secondo i dati ISTAT la Puglia è in ritardo rispetto anche al Mezzogiorno per dotazione di rete ferroviaria – 20,8 km per 100mila abitanti, rispetto al 27,8 della media del Sud  – così come per la rete autostradale sono 1,3 km per 10mila autovetture contro la media di 1,7 del Mezzogiorno e di 2 del Nord del Paese.

Le esportazioni di prodotti agroalimentari in Puglia pagano a caro prezzo il gap della logistica, denuncia la Coldiretti regionale, che scontano il peso della burocrazia, di prezzi decisamente più alti, di reti che non funzionano. “In Puglia il trasporto su ferro si ferma a Bari. Se l’Italia non investe nelle vie di trasporto, soprattutto su rotaia, l’ortofrutta spagnola continuerà ad arrivare, arrecando danno alle produzioni agroalimentari pugliesi. Un chilo di uva da tavola per arrivare da Rutigliano a Bruxelles deve percorre 1800 chilometri e da Murcia a sud della Spagna a Bruxelles 2000 Km. Dalla Puglia il viaggio dura 48 ore, da Murcia solo 36 ore”, insiste il presidente Muraglia.

Esiste una situazione di oggettiva mancanza di competitività in termini di efficienza e di costi per logistica e trasporti in Puglia dove l’export agroalimentare, oltre agli scambi storici e consolidati verso la Germania, deve essere aiutato ad imporsi in Francia, Polonia, Regno Unito e Svizzera, oltre a Benelux, Scandinavia, Spagna, Albania, Grecia, oltre ai Paesi extra Ue.

Con il Decreto Semplificazione è stato dato il via libera a 3 opere strategiche di collegamento ferroviario in Puglia, le tratte Pescara–Bari, Napoli–Bari e Taranto–Metaponto-Potenza- Salerno e una stradale della statale 106 jonica, ma servono altri urgenti e vitali interventi infrastrutturali e logistici – insiste Coldiretti Puglia – a partire da un hub di collegamento degli importanti snodi portuali. Il gap della rete dei trasporti è aggravato dall’assenza di poli logistici multimediali, almeno due a nord e a sud della regione che consentano di stoccare le merci in attesa di partire per le altre regioni italiane e per l’estero. Se la Puglia non investe nelle vie di trasporto, soprattutto su rotaia – conclude Coldiretti Puglia – l’ortofrutta spagnola continuerà ad arrivare, arrecando danno alle produzioni agroalimentari pugliesi che subiscono anche un aggravio insostenibile dei costi.
