Emergenza criminalità a San Severo. Il Sindaco Miglio scrive al Ministro dell’Interno Lamorgese.

Nelle ultime ore il Sindaco di San Severo Francesco Miglio ha indirizzato un accorato appello al Ministro dell’Interno Luciana Lamorgese. La lettera del Primo Cittadino fa seguito agli ultimi gravi episodi criminosi, con un omicidio avvenuto durante i festeggiamenti legati al successo dell’Italia nella finale dei campionati europei di calcio, ed il contemporaneo grave ferimento di un bimbo di appena sei anni, che versa in gravi condizioni. Il Sindaco Miglio ha chiesto il potenziamento delle Forze di Polizia in Città.

 

Ecc.mo signor Ministro,

gli ultimi accadimenti criminosi verificatisi nella città di San Severo, di cui sono Sindaco dal 2014, hanno generato grande sgomento nell’opinione pubblica cittadina.

L’immagine di un bambino di soli sei anni sanguinante sull’asfalto, dopo essere stato attinto all’addome da un proiettile, ha raggiunto la mente e il cuore di tutti i miei concittadini riportandoci con LA MEMORIA agli episodi del 2017 quando ad essere colpiti innocentemente furono onesti lavoratori.

All’epoca, nel corso di un Comitato Nazionale per l’Ordine e la Sicurezza Pubblica tenutosi presso la Prefettura di Foggia, l’allora Ministro dell’Interno annunciò l’adozione di misure tese a “saturare il territorio”, cioè a renderlo massimamente vigilato e controllato.

A questo annuncio si accompagnarono tutta una seria di altri provvedimenti che, una volta attuati, hanno portato ad un netto miglioramento dell’andamento della delittuosità a San Severo ma anche nell’intera Provincia di Foggia.

In effetti, Signor Ministro, non posso che dare atto dell’ottimo lavoro svolto dal 2017 in poi dalle Forze di Polizia che, operanti in numero limitato e con esigue strumentazioni, sono meritevoli di tutto il nostro encomio e ringraziamento.

Tuttavia, negli ultimi tempi si è assistito ad una nuova recrudescenza del fenomeno che ha riportato alta la preoccupazione della cittadinanza e con essa la forte percezione di insicurezza.

Ciò, Eccellentissimo signor Ministro, rende necessario dare impulso ad una serie di provvedimenti che, a sommesso avviso dello scrivente, non sono più procrastinabili in un territorio che, a dire di tutti gli esperti in materia, è terra della “Quarta Mafia”.

Detti provvedimenti, di competenza del dicastero da Lei retto, sono a mio avviso:

1.         Un maggiore riconoscimento del Presidio di Polizia di Stato di San Severo elevando la sede del Commissariato di P.S. distaccato di San Severo a sede dirigenziale, ovvero retta da un Primo Dirigente della P.S.

Detto riconoscimento porterebbe ad un utilizzo sul territorio di un numero maggiore di risorse umane con maggiore disponibilità di strumentazioni. Inoltre, detto provvedimento sarebbe logico corollario alla attività che si sta portando avanti per la edificazione di un’unica sede, in via Terranova a San Severo, della Polizia di Stato, della Polizia Stradale e del Reparto di Prevenzione Crimine della Polizia di Stato.

Come utile completamento a detta progettualità e nell’ottica di incentivare la venuta su questo territorio di un numero adeguato di agenti di P.S., mi permetto di richiamare la Sua cortese attenzione su una ulteriore proposta di finanziamento (trattasi di 2.700.000,00 euro) finalizzata a realizzare nei pressi dell’edificando manufatto, alloggiamenti e foresterie per gli agenti in servizio.

Detta proposta è supportata da un progetto di fattibilità già in possesso del Ministero dell’Interno che, sposando l’idea, dovrebbe finanziare i successivi livelli di progettazione e la conseguente realizzazione dell’opere.

Sarebbe auspicabile che la realizzazione della cosiddetta “CITTADELLA DELLA POLIZIA” fosse contestuale alla costruzione degli annessi alloggiamenti. Il tutto per rendere immediatamente operativo l’intero complesso edilizio che mi auguro possa essere sede di Primo Dirigente della Polizia di Stato.

2.         Altro provvedimento non più rinviabile è la trasformazione del Distaccamento della Polizia Stradale di San Severo in Sottoscrizione della Polizia Stradale, ciò per garantire un più capillare pattugliamento del territorio.

A tal proposito, ed ove ciò dovesse essere ritenuto utile, mi rendo disponibile ad essere audito da Sua Eccellenza Illustrissima e/o da Suo delegato su quanto innanzi specificato, auspicando, come già accaduto in passato, una Sua visita istituzionale nella città di San Severo e nella Provincia di Foggia, magari ivi convocando un Comitato Nazionale dell’Ordine e Sicurezza Pubblica.

Costituirebbe un grandioso segno di vicinanza a questo bellissimo ma complicatissimo territorio, ai suoi cittadini ed alla rappresentanza istituzionale locale.
