In questi anni abbiamo orientato le politiche pubbliche della Regione Puglia verso l’abbattimento di tutte le barriere che potessero impedire una parità di accesso al diritto alla salute e al benessere per tutti”.

Così il Presidente della Regione Puglia Michele Emiliano in occasione della Giornata Mondiale per la consapevolezza sull’Autismo.

“La Puglia – ha continuato Emiliano – è stata tra le prime Regioni italiane ad aver dato attuazione alla Legge n.134 del 2015 e ad aver attivato i Centri di Autismo Territoriale. Bisogna continuare sulla strada del dialogo con le famiglie e valorizzare le esperienze e l’impegno di tante associazioni, che rappresentano il tentativo riuscito di agganciare un mondo che resta, per tanti versi, ancora da studiare ed esplorare a fondo”.

  1. “Si tratta – ha concluso il Presidente Emiliano – di una strategia che permette la diffusione e l’informazione delle metodologie basate sull’evidenza scientifica e dei progetti di vita indipendente e il sostegno concreto al miglioramento dell’assistenza e degli interventi educativi in favore delle persone affette da autismo”.

E in piena sintonia rispetto a quanto dichiarato dal Presidente Emiliano, un tavolo di lavoro tra associazioni, ASL e uffici regionali per stanziare risorse e organizzare la diffusione di un vademecum alle famiglie che si trovano a dover gestire una diagnosi di autismo, è la proposta che, rispondendo a una domanda di Maria Rosaria Rosica, co-coordinatrice della “Cittadella del Bambino” di Bitonto, ha avanzato il vicepresidente della Regione Puglia, Raffaele Piemontese, intervenendo stamattina, insieme all’Assessore Barone, alla tavola rotonda organizzata in diretta streaming dall’associazione foggiana iFun.

“La storia che con il progetto iDO si sta scrivendo e che lega le famiglie, i ragazzi e i bambini autistici a un faro per il privato sociale come Fondazione con il Sud e a istituzioni pubbliche come la Regione Puglia, con le sue articolazioni di ARESS e ASL – ha detto Piemontese – deve diventare un modello di riferimento per molti decisori. L’impegno mio personale, che ho accompagnato la nascita di questa sperimentazione e ho misurato, nel settembre 2019, con quale gioia e entusiasmo stava partendo, è fare in modo che le risorse del bilancio regionale, le risorse del Piano nazionale di ripresa e resilienza con cui saremo chiamati a interagire, le risorse del ciclo di programmazione 2021-2027 siano più legate ai reali e concreti bisogni delle famiglie, dei bambini e dei ragazzi, e meno ad alimentare burocrazia, uffici e scartoffie”.

Tra città capoluogo e provincia di Foggia, iFun associa 55 famiglie e supera i 140 soci.

Il progetto iDO, cofinanziato dalla Fondazione con il Sud, è stato lanciato il 26 settembre 2019, alla “Sala Fedora” del Teatro Giordano di Foggia. Coinvolge 20 bambini e ragazzi autistici o con disturbi psico sensoriali, 14 scuole finora convenzionate in tutta la provincia di Foggia, le famiglie e l’ASL. Stamattina, nel corso della diretta a cui hanno partecipato, fra gli altri, anche l’assessore regionale al Welfare Rosa Barone, il direttore generale di AReSS Giovanni Gorgoni e il direttore generale dell’ASL di Foggia, sono stati presentati alcuni risultati importanti, tra cui una piattaforma digitale di presa in carico per la gestione delle persone con autismo, il cui sviluppo l’Agenzia Regionale Strategica per la Salute ed il Sociale sta seguendo perché diventi modello per tutta la Puglia.

Sono, inoltre, state illustrate le attività in cui bambini e ragazzi autistici sono stati coinvolti per realizzare strumenti di domotica e per il recupero di hardware dismessi. In particolare è stato fatto vedere il funzionamento del citofono attivo che i ragazzi possono usare in sicurezza e mostrato il lavoro sui computer che sono stati recuperati e donati al Centro Autismo Territoriale di Lucera e all’ASL di Cerignola.

“Il nostro impegno per attuare politiche che possano davvero essere utili alle persone con autismo e alle loro famiglie è massimo”, ha dichiarato l’Assessore al Welfare Rosa Barone. “Serve – ha proseguito la Barone – la collaborazione tra le istituzioni, per una visione a tutto tondo che permetta di risolvere le problematiche attuali. Il terreno su cui misurarsi è rappresentato dalle concrete politiche sociali che devono tradurre in realtà gli indirizzi di fondo. Il mio lavoro, assieme a quello degli assessori alla Formazione e Lavoro e alla Sanità Leo e Lopalco sarà costante per potenziare i programmi di inclusione sociale e far sì che nessuno si senta invisibile. È un tema che ci riguarda tutti: istituzioni, corpi sociali, famiglie, singole persone. L’approvazione del Regolamento Regionale n. 9/2016 che disciplina la rete assistenziale per i disturbi dello spettro autistico costituisce certamente un’ottima base, ma è un punto di partenza. Nella logica della collaborazione tra le varie istituzioni e quindi di una visione a tutto tondo delle problematiche auspico la sottoscrizione di protocolli tra Regione, Ufficio scolastico regionale e il coordinamento dell’equipe deputata alla presa in carico con gli insegnanti e gli operatori educativi, individuando un case manager tra i propri componenti con funzione di raccordo tra servizi sanitari, servizi sociali, scuola e famiglia. È evidente quindi come non possa approcciarsi al tema in modo frammentato ma è necessario il coordinamento tra i vari assessorati e quindi tra salute, welfare, lavoro, istruzione e formazione”.

“L’autismo– ha dichiarato l’Assessore regionale alla Salute Pierluigi Lopalco, intervenendo questa mattina all’iniziativa promossa dall’associazione “Amici di Nico” – è una condizione con cui imparare a convivere. Così come l’autismo è uno spettro di forme variegate, altrettanto variegato è il bisogno di supporto per chi convive con questo problema e per le loro famiglie. Grazie a supporto e terapie molti bambini raggiungono la maggiore età con soddisfacenti livelli di funzionalità sociale. È paradossalmente che proprio allora i problemi si acuiscono perché viene meno il supporto della scuola che non viene sostituito con alternative di socializzazione. Sono proprio le iniziative di inserimento sociale e lavorativo che devono essere promosse per garantire un futuro più sereno per queste famiglie”.
