In arrivo il nuovo Nidi. Trentacinque milioni di risorse iniziali e aiuti adeguati alla nascita di nuove imprese

Emiliano, Delli Noci e Piemontese: “Più opportunità per i più deboli e per chi ha patito maggiormente le conseguenze della crisi sanitaria”.

Nidi si rinnova con un nuovo avviso da 35 milioni di euro. Lo strumento di agevolazione che incentiva l’avvio di nuove imprese, anche in considerazione degli effetti provocati dalla crisi pandemica, mette in atto nuove strategie per risolvere i problemi occupazionali delle categorie più deboli, favorendo l’autoimpiego.

La nuova misura sarà attiva da giovedì 17 febbraio 2022 con la pubblicazione sul Bollettino ufficiale della Regione Puglia.

Partendo dalla versione tradizionale, Nidi si trasforma e si adegua ai tempi. Le novità previste sono state presentate alla stampa dal presidente della Regione Puglia Michele Emiliano, dal vicepresidente e assessore al Bilancio Raffaele Piemontese, dall’assessore allo Sviluppo economico Alessandro Delli Noci, da Gianna Elisa Berlingerio, direttore dell’omonimo dipartimento e da Antonio De Vito, direttore generale di Puglia Sviluppo.

Si tratta, a differenza della precedente edizione, di uno strumento cucito su misura che varia a seconda della composizione e delle caratteristiche dei soggetti che intendono avviare l’impresa. Sono state individuate quattro categorie di destinatari delle agevolazioni: le compagini giovanili, le imprese femminili, le nuove imprese costituite almeno per il 50% da soggetti svantaggiati e le imprese turistiche. Sono agevolate le iniziative imprenditoriali nella forma della microimpresa, con un programma di investimenti completo, di importo complessivo compreso tra 10mila e 150mila euro, che arrivano a 250mila per i passaggi generazionali, il rilevamento di imprese in crisi e le società cooperative costituite da lavoratori dipendenti di un’impresa confiscata.

“Abbiamo costruito – ha detto il presidente della Regione Puglia Michele Emiliano – una misura sartoriale, tagliata sulle esigenze di giovani disoccupati, di donne disoccupate, di persone che hanno chiuso di recente le loro imprese e che vogliono immediatamente riscattarsi. Un intervento da 35 milioni di euro che dà una copertura quasi integrale all’investimento e cerca di trasformare coloro che vivono una difficoltà occupazionale in imprenditori. La filosofia alla base è molto innovativa perché non si rivolge ai tradizionali gruppi industriali, per i quali ci sono altri bandi, ma questa è una misura di riscatto. E quindi Nidi si fa in quattro per consentire a queste categorie di persone risorse che vanno sostenute per dare loro la possibilità di costruire nuove imprese. Così possiamo lentamente ma incessantemente cambiare il nostro destino”.”.

A spiegare le caratteristiche dell’avviso è stato l’assessore allo Sviluppo economico della Regione Puglia Alessandro Delli Noci.

“Nidi – ha sottolineato – ha sempre avuto la caratteristica di agevolare una nuova microimpresa con un contributo a fondo perduto e un prestito rimborsabile a tasso zero. Nella nuova versione il criterio dell’agevolazione è proporzionale alle difficoltà dei destinatari. Più il soggetto è debole e maggiore è l’aiuto. Così le compagini giovanili e le imprese femminili, potranno ricevere oltre alla sovvenzione a fondo perduto e al prestito, un ulteriore aiuto chiamato “assistenza rimborsabile”, che consiste nel 25% in più di fondo perduto; inoltre viene elevato il tetto delle spese di gestione a 15mila euro. Tra le novità più importanti l’assenza di limiti per le opere edili (che prima corrispondeva al 30% delle altre voci di spesa), mentre le imprese turistiche verranno spinte ad investire in innovazione e miglioramento della sostenibilità per promuovere un turismo extralberghiero sostenibile e innovativo. Un’attenzione particolare è riservata poi a coloro che hanno subito i danni della crisi. Chi ha dovuto chiudere la propria attività a causa della pandemia, può presentare la domanda per riaprirne una nuova, dopo un solo mese dalla chiusura, anziché tre come prima, e potranno essere agevolate anche le attività di ristorazione senza cucina come bar e pub. L’auspicio è che i miglioramenti introdotti con la nuova versione dell’avviso ci permettano di riportare nel mondo del lavoro migliaia di persone che stanno vivendo momenti di grande difficoltà”.

“Sostenere l’autoimprenditorialità significa rafforzare la lotta alla disoccupazione, in particolare delle donne e dei giovani, ancora troppo alta in Puglia”, ha detto il vicepresidente della Regione Puglia e assessore al Bilancio e alla Programmazione unitaria, Raffaele Piemontese, aggiungendo che “il budget di 35 milioni di euro è sufficiente a coprire la voglia di impresa che maturerà nel corso di questo 2022, ma noi sappiamo che stiamo muovendoci sia nella prospettiva della programmazione dei fondi europei 2021-2027, sia nel solco della Missione 5 del Piano Nazionale di Ripresa e Resilienza, per cui disporremo di altri fondi considerando che la bozza di accordo di partenariato punta al sostegno alle imprese nelle delicate fasi della nascita e della crescita dimensionale ai fini della coesione territoriale, e sottolinea particolare attenzione e sensibilità per l’imprenditoria femminile e per le questioni di genere nei contesti produttivi; con questa nuova impostazione di Nidi sappiamo inoltre di rafforzare le misure del PNRR finalizzate a sostenere la creazione e lo sviluppo delle micro e piccole imprese a prevalente o totale partecipazione giovanile o femminile, oggetto di un decreto interministeriale pubblicato lo scorso 1° febbraio”.

Per Gianna Elisa Berlingerio, che dirige il Dipartimento Sviluppo economico, “lo sforzo della Regione e di Puglia Sviluppo è stato quello di ascoltare e raccogliere le sollecitazioni di tanti soggetti che non riescono più ad entrare o a tornare nel mondo del lavoro dopo la crisi sanitaria. A disposizione abbiamo una dotazione iniziale di circa 35 milioni di euro. A questa saranno aggiunte le risorse della prossima programmazione (2021-2027), in modo da non interrompere la continuità e l’efficacia della misura. A favore di compagini giovanili e di imprese femminili saranno inoltre offerti percorsi di affiancamento e di sostegno al rafforzamento delle competenze, di cui si occuperà l’Arti, valorizzando l’esperienza positiva già fatta con l’avviso Pin. In definitiva questo avviso è la prima attuazione pratica dell’Agenda di Genere”.

Puglia Sviluppo, società in house e finanziaria della Regione Puglia, gestirà lo strumento in qualità di organismo finanziario. La nuova versione di Nidi è l’evoluzione di un avviso che ha avuto risultati importanti anche nella precedente edizione. Il direttore generale di Puglia Sviluppo Antonio De Vito, ha ricordato i traguardi raggiunti: “Grazie alle agevolazioni concesse con questa misura, pari a 152,4 milioni, sono state create 2.586 nuove imprese ed è stata data l’opportunità di autoimpiego a 3.543 soggetti, precedentemente in condizioni di svantaggio lavorativo, cioè disoccupati, giovani, donne, persone sul punto di perdere il posto di lavoro e lavoratori precari con partita Iva. Puglia Sviluppo continuerà a supportare la nascita di nuove startup, anche raccogliendo questa nuova sfida”.

Come funziona il nuovo NIDI

NIDI (Nuove Iniziative di Impresa), nella nuova versione, sarà caratterizzato da aiuti differenziati a seconda della composizione della compagine e delle caratteristiche dell’impresa.

In particolare, sono previsti aiuti mirati, e di maggiore intensità, in favore dei soggetti più deboli (Compagini giovanili e Imprese femminili), nella forma del fondo perduto e del prestito a tasso zero, con l’ulteriore abbuono della metà del prestito (assistenza rimborsabile) per chi è in regola con la restituzione.

L’iniziativa agevola le compagini giovanili, le imprese femminili, le nuove imprese e le imprese turistiche.

In sostanza l’intervento rende possibile a persone con difficoltà di accesso al mondo del lavoro – tra i quali giovani, donne, disoccupati, precari con partita Iva, soggetti che hanno dovuto cessare l’attività imprenditoriale a causa della pandemia, ecc. – di avviare un percorso di autoimpiego e autoimprenditorialità.

Le agevolazioni variano a seconda delle caratteristiche dei destinatari:

  • Le Compagini Giovanili, che realizzano investimenti fino a 50mila euro avranno un aiuto del 100% (per il 50% come sovvenzione a fondo perduto, per il 25% nella forma del prestito e per il restante 25% nella forma dell’assistenza rimborsabile).
  • Le Imprese Femminili, che realizzano investimenti fino a 100mila euro avranno un aiuto del 100% (per il 50% come sovvenzione a fondo perduto, per il 25% nella forma del prestito e per il restante 25% nella forma dell’assistenza rimborsabile).
  • Le Nuove Imprese, partecipate almeno per la metà da soggetti in condizione di svantaggio lavorativo, che realizzano investimenti fino a 150mila euro avranno un aiuto dal 100% fino all’80% (per metà come sovvenzione a fondo perduto e per metà nella forma del prestito), decrescente all’aumentare degli investimenti. Inoltre è agevolato, per investimenti fino a 250mila euro, anche il passaggio generazionale e il rilevamento di imprese in crisi o confiscate.
  • Le Imprese Turistiche, partecipate per la metà da soggetti svantaggiati, finalizzate a promuovere un turismo innovativo e sostenibile, che realizzano investimenti fino a 150mila euro avranno un aiuto dal 100% fino all’80% (per metà come sovvenzione a fondo perduto e per metà nella forma del prestito), decrescente all’aumentare degli investimenti.

L’avviso, attivo da giovedì 17 febbraio 2022 (giorno di uscita sul Bollettino Ufficiale della Regione Puglia), è a sportello e dunque privo di scadenza.

La precedente edizione di Nidi, grazie alle agevolazioni concesse, ha dato l’opportunità di autoimpiego a 3.543 soggetti (soci delle 2.586 imprese beneficiarie), precedentemente in condizioni di svantaggio lavorativo, secondo la distribuzione di seguito riportata (ciascun soggetto può avere più di un requisito):

1.975 – giovani con età tra 18 anni e 35 anni

1.527 – donne di età superiore a 18 anni

130 – in procinto di perdere un posto di lavoro

107 – lavoratori precari con partita IVA
