Rinnovabili selvagge, Pagliaro: “Sentenza Volturino dimostra che i Comuni possono fermare assalto al territorio. I sindaci facciano la loro parte”

“Davide contro Golia. Volturino, 1.700 anime in provincia di Foggia, ha vinto contro un gigante delle rinnovabili di Bolzano, intenzionato ad impiantare un mega parco eolico da dieci aerogeneratori nel territorio del piccolo comune dauno, già assediato da torri eoliche e ripetitori. Il TAR Puglia, con sentenza del 12 luglio scorso, ha dato ragione al Comune di Volturino, che nel proprio piano urbanistico ha deciso di mettere per iscritto la volontà di opporsi ad altri mega impianti energetici. In sostanza ha avuto il coraggio di esercitare una facoltà che è prevista nel Piano Paesaggistico Territoriale della Regione: interdire il territorio comunale all’insediamento di mega impianti per la produzione energetica da fonti rinnovabili.

I giudici amministrativi sottolineano nella sentenza che la competenza regionale è prevista per il rilascio del titolo autorizzatorio, ma la competenza in materia di pianificazione generale resta in capo ai Comuni. E il tendenziale favore del legislatore per la diffusione delle fonti di energia rinnovabili arretra, quando sussistono importanti elementi di natura paesaggistica da preservare, come nel caso di Volturino, dove gli impianti eolici progettati occuperebbero lo spazio visivo, alterando il territorio e dunque il paesaggio.

Questa sentenza conferma in modo cristallino quanto emerso nel corso delle audizioni in Commissione Ambiente da me richieste sul tema dell’eolico e del fotovoltaico selvaggi. I tecnici della sezione Autorizzazioni ambientali, infatti, hanno rimarcato questa facoltà dei Comuni di opporsi all’insediamento di impianti industriali che snaturino il paesaggio, facendo valere i paletti dei propri Piano paesaggistici. La questione impone comunque una riflessione seria e condivisa da parte del Consiglio regionale, ecco perché il 21 giugno scorso ho presentato una richiesta di seduta monotematica sui procedimenti autorizzativi in atto e sull’orientamento generale della Regione in risposta alla mole di richieste di autorizzazione di nuovi impianti eolici e fotovoltaici sul territorio regionale, e per il repowering e revamping quelli già esistenti.


Intanto, però, una strada c’è per fermare l’avanzata e l’assalto delle multinazionali delle energie cosiddette verdi. I Comuni hanno un’arma potente, ed è per questo che rinnovo il mio appello ai sindaci a farsi scudo con Piani paesaggistici adeguati, per difendere il territorio da una colonizzazione massiccia che sta sfigurando il nostro bene più prezioso, anche in termini di appeal turistico”.
